Shovel and water.
If you're able to get a steel cable through information technology at all, notice a tire/wheel slightly smaller than the canal, necktie off cable/concatenation to wheel, utilise tractor or 4x4 truck to pull wheel through length of culvert.
Nosotros exercise this to remove beaver dams at our hunting military camp.

I would go to Lowe's or Abode Depot and get 1 of those nozzle kits for boring a hole nether a sidewalk or driveway with water. Y'all would also need a 20 ft piece of pvc pipe. Or I guess yous could employ a 10 ft slice and go to the middle from each end of the canal.

A pressure washer tin help in combination with some of the to a higher place.

That would probably work without the nozzle kit. I need to cut down a tree abreast my firm and remove the roots before putting in some drainage pipe to divert water from the gutters away from the house. I'm going to remember the pressure level washer trick when removing the roots.

Is the culvert possibly in the right of way of a land maintained road? If and then, I believe the DOT will clean information technology out if you asking it.

Work from the down hill side. A force per unit area wash hose should be rigid plenty to snake dorsum and forth up in it. It will clean/wash out the mud. In one case yous can get a stream all the way through, float a cord through with something pocket-size, a cork or empty canteen. Pull a rope through with the cord. Pull a knotted chain back and forth with the rope attached to both ends. It is work, but it will work.

Is all 20 feet total? First digging on the loftier side get as much out as possible. Become a little hole started then h2o to affluent the remainder of it out.

That would be my kickoff go to. If the city or state isn't responsible for cleaning it, Steven's suggestion would be my side by side go to. -

That is so damn absurd that I may have to buy one merely to put in my garage (no canal, but you never know)

Pretty awesome tool if you lot did that kind of a affair for a living. Otherwise for a once-every-5-yr-cleaning I think I'd make do with a hoe and lumber or or PVC.

I fabricated a PVC extension handle for a hoe to clean one of my driveway culverts. I took a long piece of PVC pipe and slid information technology over the hoe handle. Drilled a hole for a bolt through the PVC and hoe handle to lock information technology on.

My driveway was one-half airtight when I bought my habitation and I couldn't reach further in than a shovel. I harvested a couple of bamboo poles and inserted one in the drain and waited until a thunderstorm/mini flood that hits NC a few times per year. I didn't have a pressure hose and needed enough h2o flow to flush out the mud, roots and old leaves as they came loose.
Then 1 day I was home when a summer frog strangler hit and h2o was bankroll upwards. I put on swim trunks, took the shirt off and impressed the neighbors with my overweight fish belly white torsoed body out there snaking the drain with the bamboo pole Work till I was out of breath (cause this job was hard), catch my jiff and then outset up once more. Just scrapping, working the mud out and finally the terminal big department worked loose and the water flowed like gangbusters. Since then I've likewise kept the downstream side of the drain very clean and so mud tin't accumulate anymore.
Not pretty but information technology works.

I expect you could exist able to discover an 'undocumented' to do information technology with a shovel, hoe, and hose for less than $60

This is a 37 year clean out.
I took my regular shovel and cleaned out both ends upwards to nearly v' on either end.
tomorrow I'll run hose in in that location get the water flowing.
And so I'll see how much I can drag out with a rope and a scoop of some sort, possibly an one-time riding mower rim or some such. i don't quite accept 20' of chain, simply some heavy duty rope and I'll hook it to the tractor.
I accept plenty of pvc, so I can brand pipes long enough to thread rope.
Perhaps just poke at the mud with the pvc while the hose is running, too.

We have ii 30" pieces of pipe under the causeway at our hunting campsite. We keep 2 lengths of heavy cable attached to a fix of tires and a wheel at the end. Each gear up of tires + bicycle gets a cable and runs through each pipe and goes around a big tree for leverage. When beavers clog the pipes up, we employ the truck or tractor to yank the cable and tires through each pipe and they work similar a plunger to dislodge a 30" turd. Once the water goes down we run the cables back through so we tin use them once again next fourth dimension.
